Yes, that's right, u+fffe and u+ffff are non-characters so are to be
included in corresponding bullet of Section 6. But I don't see what the
proposed new production will stand for; could Frank please explain?

U+FFFE and U+FFFF are not listed because XML excludes them (see
http://www.w3.org/TR/xml/#NT-Char) already. What is now the section on
"Characters Disallowed or Not Recommended in IRIs" once was part of the
LEIRI section; this got lost when we tried to deal with HTML(5) issues in
the same place. My preference is to merge the LEIRI section and
"Characters Disallowed or Not Recommended in IRIs" and go back to what we
had agreed to with the XML people beforehand.
