Comment:

we made a change, which was to promote "Converting URIs to IRIs" into its
own section (now section 4), but didn't make the edit suggested here,
which was to rearrange the sections remaining in 3.

This seems to address at least the confusion about which steps were part
of which process. I suppose 3.6 could be renamed to be "final step in
converting IRIs to URIs if necessary", but that doesn't seem necessary.

Status "worksforme" indicating we didn't quite do what was asked.
