IRI WG transitions

As you might know, my term as an area director ends at IETF 83. After
consultation with Pete Resnick (continuing AD) and Barry Leiba
(incoming AD), we have decided that Pete will take over from me as the
responsible area director for the IRI WG. To smooth the transition and
help us complete our deliverables, I have volunteered to co-chair the
working group with Chris Weber after my term ends.
