#132: Allow non-spacing marks at end of components

This is split out from http://trac.tools.ietf.org/wg/iri/trac/ticket/25.

As well documented at http://tools.ietf.org/html/rfc5893#section-4.1
(Dhivehi) and http://tools.ietf.org/html/rfc5893#section-4.2 (Yiddish),
this is useful in practice. Also, it's benign because non-spacing marks
just behave in unison with their base characters in the bidi algorithm. So
this is a non-brainer.
